Both phones are being sold refurbished. Tello all says all of its phones are sold unlocked and free of contract so they can easily be moved to another provider. The promotion is scheduled to last until 2/23/2019 and it is available to new customers only. The LG Tribute Dynasty is regularly sold for $99, and the Moto E4 is sold for $119. The pricing is only discounted when bundled with a phone plan.

I had the opportunity to review Tello a few months back and had a good experience with the service. However, it won't be for everyone. You'll want to be sure your area is covered well by the Sprint network before you make the switch.
Tello came to my rescue when RingPlus went belly-up, and the Moto E4 isn’t that far behind the Moto G4 Play I used on Tello. That $49 deal would be a great starter smartphone setup for someone who lives in an area with good Sprint coverage, and the Moto E4 would still work even if Sprint’s merger with T-Mobile goes through and turns “T-Sprint” into a GSM-only network.
