The plan will be available for new subscribers, and based on how many new subscribers there are, an equal number of openings will become available tomorrow as a paid upgrade for current subscribers.  Upgrades for tomorrow will also be available between the hours of 6:30 PM and 9:00 PM PST.

A $38 Top Up is required to cover overages. If, and only if, the Top-Up balance reaches $0, another $38 auto Top Up will be automatically charged to your credit card on file.

If you are a regular subscriber upgrading on Wednesday to this plan, a $25 upgrade fee will be charged to your account in addition to and combined with whatever top up is already in your account to fulfill the BLT Free Plans top up requirement.  Member+ subscribers that upgrade will be charged a $10 upgrade fee.

With this plan overages are being billed at a rate of $0.05 per unit of talk, text, and MMS.  Data overages are being charged at a rate of $15 per GB.

Tethering will be available with this plan as an add on priced at $1.99/month.

I am no sure you are correct about the upgrade price, from my understanding a customer upgrading will only pay the $25 upgrade fee which will actually be credited as a top up, no $38 top up unless your account gets to $0.
